The Classes and Seminars section provides many of the lectures, notes, slideshows, sample code, practice datasets, and other materials used in (you guessed it) past classes and seminars to which UCLA's Statistical Consulting Group contributed. The resources included with Introduction to Stata 16, Stata Data Management, and Regression with Stata are all excellent for the beginning Stata user.
The Learning Modules section breaks down in Stata syntax common operations (e.g., "Using 'if' for subsetting with Stata Commands," "Combining Twoway Scatterplots," etc.). The breadth of Stata operations covered here should benefit all users--from novice to expert.
