The Permanent Court of Arbitration, based at The Hague, was established by treaty in 1899. The PCA handles disputes involving states, intergovernmental organizations, and private parties. Parties must agree to publicly release case material for their matter, so researchers will find documents pertaining to some, but not all, arbitrations administered by the PCA on its site.
