A document is a report of a panel or working group, a report of the Appellate Body, an award of an arbitrator, an action by a dispute settlement body, a notification of a mutually agreed solution, a notification of an appeal, a request for consultations, a request for the constitution of a panel, or a submission by a party. Coverage of GATT decisions is from 1948 to 1994; coverage of WTO decisions begins with 1995.”
